Sheep fleece protects in three ways:

Firstly, each individual wool fiber is hydrophobic, it repels water and dries easily. Secondly, the physical structure of the fibers traps the air (and in the UK this mean moist air). Thirdly, the moisture in the air causes friction as it condenses on the (happily reluctant) wool fibers.

Sheepskin can absorb a huge amount of moisture, upto 30% of its own weight, but it only does so if the moisture gives up its own sweet vibration. The end result moderates the British weather in a way unmatched by any natural fabric ever invented.
